(013) fax (013) Border Expertise as a Strength of the University of Joensuu and the Surrounding Region (III) The border between the European Union and the Russian Federation: a testing area and a model for European border policy and cross-border cooperation. The Network for Border Expertise, NEBEX, is one of the development projects of Euregio Karelia (funded by the INTERREG III A KARELIA programme) coordinated by the University of Joensuu. The objectives of the Network are regional, national and international in scope. Correspondingly, the cooperation group of the Petrozadovsk State University, the Karelian State Pedagogical University, the Karelian Science Centre and the city of Petrozavodsk strives to reinforce border expertise in the Republic of Karelia.
