26.02.2002 / Jan JuslénDIGIROAD 4 Project Objectives To develop a national street and road database that makes the following activities possible: 1. Pre-trip route planning 2. On-trip navigation 3. Route guidance for fire and rescue services 4. Public transport services The DIGIROAD system will also serve traffic management, driver information and road maintenance needs to a limited extent.

26.02.2002 / Jan JuslénDIGIROAD 5 DIGIROAD - National and International Context DIGIROAD is a national effort closely linked to European level objectives, agreements and standards. It plays a part in fulfilling the European Union’s transport sector strategy for deploying ITS in Europe. DIGIROAD is presently linked to the following research programmes and standards: TETRA and FITS (national research programmes) ERTICO VIKING CEN and ISO standards (CEN/TC278 and ISO/TC204) GDF (Version 3.0)

26.02.2002 / Jan JuslénDIGIROAD 8 General Characteristics Contains the geometry of all streets and roads in Finland (550 000 km) Contains selected attribute data for all streets and roads Contains tools for data management and updating Contains tools for providing data services System will be in operation by the end of 2003

26.02.2002 / Jan JuslénDIGIROAD 9 Data Model Data will be homogenous in content, detail and accuracy throughout the country with respect to road class Data content has been designed to primarily serve route planning and navigation purposes GDF standard has been used as a guideline for data content and classifications The database will have a unique road element indexing system that will be the basis and standard for interfacing with other data bases

26.02.2002 / Jan JuslénDIGIROAD 15 Data 2001-2003 Finnra is responsible for collecting and loading all data to establish the database Data is collected through field surveys and direct negotiations with owners of existing data 2003 -> Municipalities are obliged by law to inform Finnra of changes Ultimate responsibility for all data collection lies with Finnra

26.02.2002 / Jan JuslénDIGIROAD 16 DIGIROAD - Problems related to Data Sources 1. Existing databases scattered (455 municipalities + others) varying formats varying quality varying coverage 2. Field surveys expensive unnecessary duplication of efforts How to optimise between these?

26.02.2002 / Jan JuslénDIGIROAD 17 Updating and Accuracy The database will not contain real time data Maximum updating cycle will be approximately 1-3 months Anticipated changes may be pre-coded to take effect at a specified time Accuracy of geometry, 1- 3 meters

26.02.2002 / Jan JuslénDIGIROAD 26 Pricing Development of DIGIROAD will be funded by the Government Total funding during 2001-2003 is FIM 40 million (Euro 6.5 million) DIGIROAD will form part of Finland’s “national infrastructure” The main objective of DIGIROAD is to promote development of ITS sector services in Finland DIGIROAD data should be distributed “free-of-charge”, however, it may not cause pricing disturbances in the GIS market. In practice this means: - Free-of-charge for free public services - Nominal charge for organisations’ internal use - Commercial pricing for commercial purposes

26.02.2002 / Jan JuslénDIGIROAD 27 Legislation DIGIROAD will require special legislation to be passed by Parliament to clarify the following issues:  Status of a new national database  Funding arrangements  Data collection and updating responsibilities  Copyright issues  Duties of different organisations  Relationship to existing legislation

26.02.2002 / Jan JuslénDIGIROAD 28 Conclusions Numerous different databases as data sources Data integration and classification issues Optimisation of the extent of field surveys Tight schedule for IT implementation Creation of nation wide updating process and procedures Contractual issues regarding data ownership and pricing Required changes to national legislation
