Jouni Tuomisto THL, Environmental health
2
Outline Dioxin emissions Dioxin concentrations in the Baltic area
Dioxin concentrations in fish and wildlife Benefit-risk assessment of Baltic herring
3
Background Baltic Sea: high loads and levels of dioxins (DLC), PCBs etc POPs EU dioxin strategy evolving due also to other (food) dioxin concerns; no marketing high-dioxin fish (Baltic herring, Salmon) Risks associated with dioxins/DLCs in Baltic fish? Modeled ΣPCB sea conc (MSCE)

Baltic-POPs
8
Where do PCDD/Fs come from?
Old Identified POINT SOURCES Pulp mills (G.of Bothnia, Swedish east coast), Kaliningrad?, TCDF VCM-production (Sköldvik, Finland) OCDF Chlorophenol production and use (HpCDF) Kymijoki at present largest identified point source Metal smelters, MWI, etc. (air) Pesticide use in catchment Note! No major PeCDF or PCDD source identified among point sources other than in air emissions Most major point emissions stopped in EU countries Atmospheric sources still exist
9
Example of major old point source – cholophenol production plant in river Kymijoki (Verta et al. 2007) Total dioxins/furans (I-TEQ): Kymijoki effect clear 2,3,4,7,8-PeCDF: Main congener in herring and salmon NO regional trends Mainly atmospheric?
10
Emission reduction measures
11
Are emission reductions enough? A mass balance approach
Emissions to air in (Gusev et al. 2009) EMEP-countries g (TEQ) HELCOM countries <1 400 g Deposition to Baltic Sea in 2005 200 g I-TEQ (Gusev et al , Armitage et al. 2009) <100 g PeCDF No reliable estimate of riverine load Kymijoki 44 g I-TEQ But only < 0.25 g PeCDF Estimated burden in fish biomass 5 g (max 10 g) Mainly in herring and in sprat QUESS: The present load is enough to keep concentrations high for several decades!
12
Temporal development of DLCs and PCBs in Baltic herring and its consumers (straight lines), and hypothetical courses of biological responses (curves) Possible human effects Potential human effects from in utero exposure
13
Temporal trends: PCDD/Fs in the Gulf of Finland
In the Gulf of Finland, the levels of dioxins, furans and PCBs started to increase rapidly from the 1940s-1950s. The period of maximum concentrations was between the years 1960 and These years were also easy to date, and so we used them to estimate the historical inputs of dioxins into the gulf. And as you can see, the surface sediments are getting cleaner again. concn. normalized to the maximum Maximum inputs between 1960 and 1986

Main PCDD/F congeners from I-TEQ in different environmental media (data from Finnish monitoring)
16
Sediment profiles (Wiberg et al. 2013)
50% or less decrease from late 1980’s Clear chlorophenol signal in GB and in GF Atmospheric/combustion signal dominates in Baltic Proper

FISH STUDIES Example Finland: PCDD/Fs and PCBs in domestic fish
nopeasti ohi, muistutus edellisestä osiosta että toisissa kaloissa enemmän kuin toisissa Ref: Hallikainen ym., 2011
21
Other means to fasten dioxin decrease in fish?
Extensive fishing of herring/sprat? Removal of substantial amount of old fish individuals and DL compounds Remaning stock younger, fish grow faster, accumulate less DL OCs Restoration of predative fish populations? Cod fisheries management These options should be looked at!
22
Modeling PCDD/F bioaccumulation (Peltonen et al. in prep)
Growth rate most influential biological parameter on herring dioxin concentrations in the Baltic Proper the and Bothnian Sea 2005 growth leads to double PCDD/F concentration in 30 g herring Fish biology and ecological interactions are impending decreases and influencing spatial variation.
23
Health effects Mineralisation defects caused by dioxins
(Alaluusua et al. 2002) Effect seen with normal background exposure level First molar mineralisation defect Found in Finland in early 1990’s Effect disappers while coming late 1990’s pitkäaikainen altistuminen pienille pitoisuuksille voi vaikuttaa salakavalasti
24
Levels of PCDD/Fs and PCBs and PBDEs going down in Finnish breast milk (Kiviranta 2013)
Most of the recent decrease in human breast milk is caused by dietary change, not a decrease in fish concentartions
25
Dioxin concentrations in fishermen and in average population in Finland (J. Tuomisto, THL)

Kalan edut ja riskit Edut Ravitsemuksellinen arvo (mm. valkuaisaineet)
Tietyt vitamiinit (esim. D) ja mineraalit (esim. Se) Edulliset rasvahapot (omega-3): sydänriskit, kehitys, raskauden riskit Korvaa kovia rasvoja Riskit Mikrobiologiset ongelmat (pilaantuu herkästi) Toksiinit (esim. botulismi, eräät levätoksiinit) Kemialliset riskit (esim. Hg, As, PCB, PCDD/F, organoklooripestisidit) Tämä ja muita kalvoja esityksestä N:\YTO\Users\JOUKO\Luennot, esitelmät\Luennot_2011\Dioksiinien terveyshaitat – erityistapaus kala.ppt
30
Mitä dioksiinit olivatkaan?
Hiilivetyjä, 12 hiiltä, 2 happea, 8 vetyä tai klooria Kloorit nurkissa (2,3,7,8) estävät elimistöä pilkkomasta Kestäviä ympäristössä, hitaasti elimistöstä poistuvia, rasvaliukoisina biokertyviä esim. plankton → kalat → hylkeet tai ihminen Terveyshaittoja: kehityshäiriöt, syöpä, muita

Mitä vaikuttavat elimistöön?
Stimuloi ns. AH-reseptoria eli ”dioksiinireseptoria” AH-reseptori on transkriptiotekijä, eli geenien ilmentymiseen vaikuttava valkuaisaine AH-reseptorin stimulaatio vaikuttaa monien geenien ilmentymiseen Tunnetuin vaikutus on myrkyllisiä vierasaineita pilkkovien entsyymien aktivointi, tyypillinen entsyymi nimeltään CYP1A1 Näitä aktivoivat monet muut aineet, mm. savun ja noen syöpää aiheuttavat polyaromaattiset hiilivedyt kuten bentso(a)pyreeni
48
Uusia ajatuksia AH-reseptori nykymuodossa on ainakin 400 miljoonaa vuotta vanha säätelytekijä Yksi tehtävä on vierasaineiden pilkkomisen aktivoiminen, myrkylliset aineet hoidetaan pois elimistöstä Siten ”normaali” AH-reseptorin aktivaatio hyödyllinen, ei haitallinen Vuosia kiistelty dioksiinien syöpää aiheuttavista ominaisuuksista Sekä eläinkokeissa että suurten työaltistusten jälkeen syöpäriski, mutta ei pienillä annoksilla
49
AH-reseptorin ”luonnollinen” aktivaatio
50
Pehmytkudossarkooman riski PCDD/F-pitoisuuden mukaan (95 % CI).
This is our main result. To our surprise, we found a decreasing risk of cancer when dioxin concentration increased. All possible confounders we could imagine, were tested. None of them changed the main result. Some of them, e.g. chemical exposure, had their own effect on cancer risk, but they did not confound the correlation between dioxins and cancer. Tuomisto JT et al. 2004
51
Kalastajatutkimus (Turunen ym. 2008)
52
Uutta kalasta ja hermoston kehityksestä
Dioksiineihin liittyy kehityshäiriöiden riski, mutta: Monityydyttymättömät rasvahapot (EPA, DHA, etenkin DHA) välttämättömiä hermoston kehitykselle Raskauden aikana ja äidinmaidosta; riippuu suurelta osin äidin kalan käytöstä Vakavassa puutostilassa mm. huono näkökyky 14541 lapsen tutkimus (Hibbeln 2007) osoitti alle 340 g kalan viikkosaannin liittyvän heikompaan hermoston kehitykseen kuin yli 340 g (mm. IQ)
