3 Sipilän I hallituksen ohjelma: …”Lisäksi hyödynnetään EU:n strategisten investointien rahastoa ja Euroopan investointipankin välineitä näiden painopistealueiden tavoitteiden aikaansaamiseksi.” ooo Lisäperustelu: Julkisen talouden alijäämä on ylittänyt kriittisen 3 % rajan 2014. – Tilanne 2015 ? 2016….? Julkinen velka on ylittänyt 60 % BKT-rajan ooo Osaratkaisu tähän välttämättömyyteen on käyttää EU:n rahoitusmahdollisuuksia tehokkaammin. Nimenomaan sellaisia, jotka eivät vaadi kansallista julkista rahoitusta.

7 ESIRin tavoitteena on lisätä investointeja ESIR tarjoaa Euroopan investointiopankin kautta takausjärjestelyjä ja rahoitusta taloudellisesti kannattavien investointien toteuttamiseksi. Rahoituksesta voivat hyötyä lähes kaikki yksityiset ja julkiset organisaatiot lähes kaikilta toimialoilta:

12 12 The SME initiative ESIF + EU budget+ EIF/EIB Key objectives Switch from grants to more efficient financial instruments Better access to finance for SMEs through improved lending terms: reduced risk and capital costs, collateral requirements Banks more willing to extend loan volumes and take SME credit risk: improved return on capital for SME lending products Increased multiplier on public budget through participation of EIB/EIF and private sector The SME initiative does not require co-financing with national/regional funds and therefore saves national/regional budget for other uses EIB and EIF participate Own funds with sizeable contribution + Expertise in deal structuring, execution, implementation and monitoring throughout EU

Overview 13 Selected financial intermediaries (FIs) build-up a portfolio of new SME financing EIF issues an uncapped portfolio guarantee and shares the risk Behind the scenes: EU Structural Funds (ESIF) are used to cover the first loss piece EU funds from COSME or Horizon 2020 and the EIF join to absorb, along with ESIF, the second loss piece EIB guarantees the senior tranche In return the Financial Intermediary will have to transfer of benefit of the instrument to the SMEs
