2 Backcasting Skenaariot (exploratory) kuvaa mahdollisia muutoksia konteksteissa, joihin ei pystytä juurikaan vaikuttamaan. Skenaariot ei ole siis normatiivisia. Backcasting taas keskittyy normatiivisiin tulevaisuuksiin ja siihen miten niihin päästään.

3 Backcasting background Backcasting “involves working backwards from a particular desired future end-point or set of goals to the present, in order to determine the physical feasibility of that future and the (policy) measures that would be required to reach that point.” (Robinson, 2003) Main characteristics of backcasting: The product: sets of (policy) actions that need to be executed to reach a certain desired end goal within an existing storyline. For whom: input for policy-forming process. This includes not only policy makers, but also anybody else with the intention to induce change (i.e. NGOs, fishermen, other stakeholders) To achieve what: testing the robustness of particular policy measures or other strategies; highlight consequences of strategic choices. (Dreborg, 1996)

4 Backcasting background Rationale for backasting approach: ability to predict the future is limited by: –uncertainty on system conditions and underlying dynamics –uncertainty on possibilities of innovation and surprises –uncertainty due to the intentional nature of human decision- making therefore we need to look at multiple futures the most likely future might not be the most desirable future and visa versa therefore we need to discuss on how to reach or avoid a certain future (Robinson, 2003)

5 Backcasting background In short, a backcasting methodology will help us to: identify ultimately a number of (policy) actions that will lead to a more desirable future evaluate the plausibility of the development paths (how realistic / probable the required policy decisions required?) by working backwards there will be less thinking as usual, from current status quo and people might find out that there is much more possible than thought on first sight.

6 Backcasting as a method Vaiheet: 1) Halutun tulevaisuuden määrittely 2) Pääasioiden määrittely joiden täytyy muuttua 3) Etappivuosien määrittely näille muutoksille 4) Tarvittavien politiikkatoimien / päätösten määrittely, jotka johtavat näihin muutoksiin. –2-4 vaiheeseen liittyviä kysymyksiä: mikä, kuka, milloin, kuinka pitkään, keneen vaikuttaa ja miten? 5) Haluttujen tulevaisuuksien arviointi –Vertailu eri polkujen välillä, jotta tiedetään, mitkä toimenpiteet toistuvat useissa poluissa (synergioita)

7 1. Halutun tulevaisuuden määrittely Be specific, but not too specific. It is key that the objective can be used in all scenarios. It is likely that in some scenarios it will be easier to reach the objective than in others. Examples of ‘bad’ endpoints: –Compliance with the WFD (= depends on too many factors) –Sustainable water use (=too vague) –Reduce water demand (= might depend on too many factors) Examples of ‘good endpoints’: –increase water use efficiency by farmers with 10% (=focus only on agriculture and WUE) –increase number of people that received education on water pollution with 50% (Adapted from SCENES)

Pääasioiden määrittely joiden täytyy muuttua ja 3. etapit Vertaillaan nykytilaa ja toivottua tulevaisuutta, esim. nykytilaa kuvaavien miellekarttojen avulla Takaisinpäin järkeily: Jos tavoite halutaan saavuttaa 2030 niin mitä pitää muuttua 2020 tai jos halutaan niin useampi välietappi. Esim. viiden vuoden välein. Mieti välitavoitteisiin liittyviä esteitä ja mahdollisuuksia

9 4. Tarvittavien toimenpiteiden määrittely Kun on määritelty tarkemmat välitavoitteet päätavoitteen toteutumiselle, voidaan määritellä vaadittavia toimenpiteitä näille välitavotteille. Be specific on who and when and how much. “In the long term, water use is reduced in agriculture” is a bad example. Try to formulate it like: “2020, new technologies introduced; in the south of Europe; subsidized by national government; quickly adopted by the majority of the farmers; Reduction of 10% of water use” What? Who? When? How long? Affecting who and how?

Haluttujen tulevaisuuksien arviointi Kun on määritelty yksi / monta haluttua tulevaisuutta ja toimenpiteet niiden toteuttamiseksi, niin olisi suotavaa arvioida sitä onko tulevaisuus yleisesti hyväksytty ja keneen sen ”tuottaminen vaikuttaa”. Menetelmä tähän esim. multi-criteria assessment (monitavoite arviointi) Osallistava menetelmä, jolla voidaan vertailla eri vaihtoehtoja (ja niiden haluttavuutta) –Määritellään arviointi kriteerit. –Arvioidaan miten nämä kriteerit toteutuvat eri halutuissa tulevaisuuksissa ja pisteytetään –Pisteytetään kriteerit –Lasketaan eri tulevaisuuksille pisteet

11 Esimerkki Tässä on kuvattu asioita jotka muuttuvat, mutta politiikkatoimenpiteet toimenpiteet ja erityisesti niiden tekijät puuttuvat
